This project addresses the challenge of collective deliberation with the construction of a webapp based on free software, to facilitate discussion processes. The webapp will be based on the source of one of the best considered collective deliberation applications, Pol.is. The project expands the functionality of Pol.is, since it does not offer instruments of collective action to the groups formed, such as notifications and creation of shared events.

The webapp engine will use algorithms to help people organize into affinity groups within public debates, providing a real-time control panel for all participants. Once the prototype of the web application is ready, both government organizations and civil society will be able to use it as part of a collective deliberation process that combines digital and face-to-face strategies.
